European Justice Organization appeals to Wikimedia Foundation to halt censorship of Dr. Viktor Růžička’s enforcement records, revoke rights of biased editors, and enforce transparency in Wikipedia’s editorial practices.
On the “Viktor Růžička” article, information about final, legally enforceable enforcement proceedings totaling CZK 30,506,470.22 as of May 26, 2025—sourced from the Czech Ministry of Justice’s Central Register of Enforcement Proceedings (CEE)—has repeatedly appeared and then been removed. An editor known only as Ina Pascal reportedly blocked publication of these figures, claiming they were “unverified,” without ever consulting the primary register itself. Yet under Act No. 120/2001 Coll. on Public Registers of Rights and Obligations, CEE is a freely accessible public database for any citizen.
What EJO Demands
Immediate prohibition of any further deletions of CEE-extracted enforcement data from the Viktor Růžička page.
Temporary suspension of editorial privileges for Wikipedians who engage in clientelistic blocks and disregard Wikipedia’s verifiability policy (WP:V).
Revision of the Czech Wikipedia’s conflict-of-interest procedures to prevent individuals from arbitrarily applying neutrality rules.

Under Czech Law
Violation of the Public Registers Act (No. 120/2001 Coll.) Every person has the right to access public registers, including the CEE. Interfering with or blocking publication of CEE data on a public platform like Wikipedia may constitute unlawful obstruction of information access (§ 6(1)).
Violation of the Freedom of Information Act (No. 106/1999 Coll.) Willful concealment or distortion of facts concerning court judgments and enforcement proceedings contradicts the principle of effective and expeditious public access to information (§ 2).

First Amendment – Freedom of Speech While Wikipedia is a private website, the cultural expectation in U.S. civil discourse strongly favors openness and non-censorship. Removing verifiable public records conflicts with the spirit of free information exchange.
Public Records Doctrine In many U.S. jurisdictions, “public records” are defined as state-maintained data open to the public. The CEE functions as a Czech public record; preventing its publication is akin to unlawfully suppressing public information.
Validity of CEE Data
The Central Register of Enforcement Proceedings (CEE) is the official, Ministry-managed public registry of all enforcement actions in the Czech Republic.
CEE data are legally binding, subject to no private pre-approval, and are immediately accessible online.
Any entry from CEE is therefore verifiable and indisputable, as anyone can consult and cite it directly (e.g., via https://cee.justice.cz).
EJO regards the conduct of Ina Pascal and other anonymous contributors as unduly biased, potentially corrupt, since they obstruct access to legally protected public records. We call on the Wikimedia Foundation to:
Amend internal editorial procedures to mandate automatic acceptance of primary public sources (WP:PRIMARY).
Sanction misuse of editorial authority by revoking rights from those who breach verifiability obligations.
Implement a permanent, public audit of all edits to the Viktor Růžička article to ensure similar incidents cannot recur.
Transparent stewardship of facts underpins a free society. Deleting or censoring public records undermines the very foundation of open information exchange. EJO will continue to monitor this case and consider legal remedies should these issues not be promptly remedied.
